A-CDM CONOPS Builder

About

What this tool is

A web application for airport and A-CDM project teams. You create a project, answer a structured questionnaire about your airport, its partners and its processes, and generate a Concept of Operations (CONOPS) for an Airport Collaborative Decision Making implementation as a PDF.

The result is a structured first draft together with a record of the decisions your team took and the reasons given for them. Every paragraph is written in advance as a conditional block and selected by your answers, so the same answers always produce the same text. Questions you leave open appear in the document as items still to be determined.

What it is not

  • It is not advice. The draft is a starting point for consultation with your stakeholders, not a substitute for it.
  • It is not an approval, endorsement or certification. No civil aviation authority, air navigation service provider, airport operator, EUROCONTROL or ICAO has reviewed or approved a document because it was produced here.
  • It does not settle anything on its own. The local A-CDM partners must check and agree every operational parameter, responsibility and procedure before the document is used.
  • It does not reproduce the standards it follows. The structure follows the publications listed below; the wording is original.
  • The creator of the tool accepts no liability for operational use of a generated document.

Structure and references

Generated documents are structured in accordance with ISO/IEC/IEEE 29148:2018 Annex A and the EUROCONTROL A-CDM Specification Ed. 1.0. Where text draws on a publication, it cites the document and clause rather than quoting it. Every generated CONOPS lists these references:

  • ISO/IEC/IEEE 29148:2018
  • EUROCONTROL Specification for A-CDM Ed. 1.0 (2025)
  • EUROCONTROL A-CDM Implementation Manual v5
  • ICAO Doc 9971 Part III (3rd ed., 2018)
  • ICAO AFI A-CDM Implementation Guide (2025)

Privacy

  • Anyone can register with an email address and a password. The address is not verified and no email is sent to it. Passwords are stored only as salted hashes.
  • Your projects, answers and generated PDFs are stored on the operator's server. A project is visible only to your account, unless you create a read-only share link; revoking the link ends that access.
  • You can export all answers of a project as a JSON file, and delete a project together with its generated PDFs, at any time from the project overview.
  • There are no analytics or tracking scripts. A sign-in cookie keeps your session; beyond that, the server keeps only its ordinary logs.
